Heineman Vetoes $200K in Golf Tournament Funding

Nebraska Gov. Dave Heineman has used a line-item veto to strike $200,000 from the state budget that was approved for an Omaha golf tournament.

The governor said Tuesday that funding for the U.S. Senior Open golf tournament is unjustified, given the state's other spending priorities on education and changes to juvenile services. Heineman also argued that the event is heavily supported by the private sector and experiencing record ticket sales.

Heineman signed the remainder of the budget bill, which authorized funding for deficit appropriations. The bill was one of seven budget measures that lawmakers have passed this year.

UK's Cameron committed to ruling in coalition until 2015: spokesman

LONDON (Reuters) - British Prime Minister David Cameron is committed to governing as part of a two-party coalition until the next national election in 2015, his spokesman said on Tuesday, days after Cameron raised the prospect of the alliance breaking apart.

Cameron has ruled with the Liberal Democrats, his junior coalition partner, since 2010, but the two have taken increasingly different positions on issues such as Britain's role in Europe and Cameron on Sunday for the first time raised the possibility that the coalition might not last until 2015.

Some analysts believe the Lib Dems might be tempted to leave Cameron ruling alone at the head of a minority government nearer the next election to try to differentiate themselves in voters' minds from Cameron's ruling Conservative Party.

When asked on Tuesday whether Cameron himself was committed to governing in coalition until the next election, his spokesman simply said "yes".

"The coalition has a very clear program and it's getting on with implementing it," the spokesman told reporters.

On Sunday, Cameron told Britain's Total Politics magazine that the best way to improve the country was to continue with the coalition. But he added: "But if that wasn't the case then we'd have to face the new circumstances in whatever way we should."

Chief Palestinian peace negotiator backs Kerry's efforts

UNITED NATIONS (Reuters) - The top Palestinian negotiator with Israel on Monday threw his weight behind U.S. Secretary of State John Kerry's bid to revive stalled peace talks, while describing the situation in the West Bank as apartheid worse than that suffered in South Africa.

Kerry is due to visit Jerusalem and Ramallah on Thursday and Friday. U.S.-brokered peace talks between the Palestinians and Israel broke down in 2010 in a dispute over continuing Israeli settlement construction in the West Bank.

Palestinian negotiator Saeb Erekat told a U.N. committee in New York on Monday that a settlement freeze and the release of Palestinian prisoners were not conditions for returning to negotiations, but rather obligations that Israel must fulfill.

"We have no conditions to resume negotiations," Erekat told the committee on rights of the Palestinian people, which was created by the U.N. General Assembly in 1975.

"Make no mistake we are exerting every possible effort in order to see that Mr. Kerry succeeds. No one benefits more from the success of Secretary Kerry than Palestinians and no one loses more from his failure than Palestinians," Erekat said.

He said that in the past two months Kerry had met with Palestinian President Mahmoud Abbas five times, Erekat three times and that the three spoke by phone almost weekly.

"Mr. Kerry is keeping things (close to) his chest. He likes to work very, very, very below the radar and grow things like mushrooms," Erekat said. "We did everything ... in order to enable him to succeed. He is not going to wait for years or months actually, he's working very hard."

Palestinians seek to establish a state in the West Bank and Gaza, where about 2.7 million Palestinians live, with East Jerusalem as its capital. Some 500,000 Israelis have settled in the West Bank and East Jerusalem.

CHANCE FOR PEACE

Israeli Prime Minister Benjamin Netanyahu has rejected any Israeli return to the lines that existed before Israel captured the West Bank, Gaza Strip and East Jerusalem in the 1967 Middle East war, calling those boundaries indefensible.

"Today in the West Bank, including East Jerusalem ... I can sum up the situation with one word - apartheid. Worse than that which existed in South Africa," Erekat said. "Today Israel justifies its apartheid by the term security."

Israeli U.N. Ambassador Ron Prosor accused Erekat of spreading falsehoods and propaganda.

"One would expect a so-called 'peace negotiator' to be educating his own people for tolerance and coexistence," Prosor said in a statement. "Saeb Erekat is using every microphone to incite, inflame, and demonize the State of Israel."

Erekat said the Palestinians had finished preparation to join a raft of international bodies, such as the International Criminal Court, but would not act yet in order to give Kerry and President Barack Obama "a chance" to pursue Middle East peace.

"We want to give a chance to all nations who have a common denominator of achieving two states on the 1967 lines," Erekat said. "There is a chance, there is a good opportunity now."

If the Palestinians were to join the ICC, they could file complaints with the court accusing Israel of war crimes, crimes against humanity and other serious crimes.

The Palestinians are able to apply to join the ICC and other international bodies after the 193-nation U.N. General Assembly approved the de facto recognition of the sovereign state of Palestine on November 29.

It was a diplomatic setback for the United States and Israel, which were joined by only a handful of countries in voting against upgrading the Palestinian Authority's observer status to "non-member state" from "entity," like the Vatican.

Why Oklahoma's Two Republican Senators Are Leery of Unfunded Tornado Relief

Oklahoma's two Republican senators, Tom Coburn and Jim Inhofe, are among the most fiscally conservative in all of Congress. In the wake of the deadly tornadoes that hit their home state Monday, they're living up to their reputations. ?

As Oklahoma begins to recover from the devastating storms, both senators are rejecting comparisons to the disaster funding legislation in the wake of Hurricane Sandy that they both opposed. Coburn said that he wouldn't support supplementary disaster aid unless such additional spending is offset elsewhere in the budget.? Inhofe reiterated that the Sandy aid bill was filled with wasteful spending.

"There's an old saying in Oklahoma. You've got to get to the right of your opponent and stay there," said Bill Shapard, the CEO of SoonerPoll, an Oklahoma-based polling firm. "So everyone in Oklahoma that runs for office is trying to out-conservative the other."

The senators' positions come after an acrimonious debate over funding for Sandy relief, when lawmakers from the affected states turned livid that the aid bill was pulled from the floor because of conservative opposition. Democratic Sen. Chuck Schumer even?suggested?conservatives would feel differently about an aid bill if it were needed in their states.

A handful of lawmakers from Mid-Atlantic states even took the unusual step of appearing in the House press gallery to voice their frustration after midnight when it became clear House Speaker John Boehner would not bring the measure for a vote. The bill passed with Democratic support after New Jersey Gov. Chris Christie hammered Boehner and House Republicans.

In Oklahoma, though, voters might be more likely to hammer lawmakers for supporting increased government spending.

"I think Coburn instinctively understands that his position won't hurt him," Shapard said. "I think he understands the psyche of the Oklahoman. After this tragedy, you're not going to find a lot of Oklahomans screaming to the federal government."

Oklahoma is a solidly conservative state. Every county in the state voted for Mitt Romney with at least 55 percent of the vote in 2012. All of the state's representatives in Congress are Republican, and the GOP controls the governorship and both houses of the state legislature.

All this puts the senators' tornado reactions into political context.

Coburn announced his position quickly, telling CQ Roll Call Monday evening that he would not support aid that was not offset elsewhere, even as first responders were arriving on the scene.

"We ought to live within our budget," Sen. Tom Coburn told?Government Executive. "And that applies to Oklahoma. Remember, the Oklahoma City Bombing?we offset that. The real question . . . is should the people of Moore?ultimately children?have to pay interest on money that we've borrowed when we're wasting $200 billion a year?"

Coburn's staff later issued a six-point statement that said the senator was en route to Oklahoma to assess the storm's damage first-hand and doubled-down on his position for relief. The first point called it "crass to play disaster aid politics when first responders are pulling victims from the rubble."

"If an additional emergency aid package is necessary Dr. Coburn will not change his long-standing position on offsets.? Since the Oklahoma City bombing, Dr. Coburn has argued that supplemental bills should be paid for by reducing spending on less vital priorities," the statement said.

Inhofe has not said whether he would support an aid package without offsets, but said extra funds might not be necessary because the Federal Emergency Management Agency could have enough money to spend.

"We wouldn't need an additional appropriations bill. Everything's in place right now," Inhofe told?CNN.

He also rejected on Tuesday any parallel between federal aid for the tornado and Hurricane Sandy.

"Everyone was getting in and exploiting the tragedy that took place," he said. "That won't happen in Oklahoma."

Factbox: Four key questions in the unfolding IRS scandal

WASHINGTON (Reuters) - Congressional and Justice Department investigators are examining the Internal Revenue Service over its inappropriate scrutiny of conservative groups that applied for tax-exempt status.

President Barack Obama, seeking to contain the fallout as he pushes his second-term agenda, has denounced the behavior as "outrageous." After a Treasury Department report last week confirmed the targeting by the IRS, the tax agency became the focus of a criminal probe by the Justice Department.

The report by a Treasury inspector general found that for 18 months starting in early 2010, IRS workers in Cincinnati, Ohio, used "inappropriate criteria" - such as the use of words like "Tea Party" and "Patriots" - to flag groups for extra scrutiny.

But the report left many unanswered questions:

* WHO DECIDED THE CRITERIA FOR THE EXTRA SCRUTINY?

The Treasury report said investigators "could not specifically determine who had been involved in creating the criteria." Asked who was responsible, Steven Miller, the outgoing head of the IRS, told the House of Representatives Ways and Means Committee on Friday, "I don't have names for you."

That comment led to more questions - over whether Miller knows who was responsible for the targeting of conservative groups and won't say, or whether he doesn't know. Look for lawmakers to press him on that point when he appears before the Senate Finance Committee on Tuesday.

More broadly, it is unclear whether government higher-ups are protecting lower-level workers in Cincinnati. The lack of clarity also may stem from genuine confusion about who was responsible in the Cincinnati office, which experienced significant turnover and included "acting" managers.

The key issue is whether the criteria used to identify tax-exempt applications for extra scrutiny were created by overwhelmed workers who were seeking to organize applications - or whether the effort was politically motivated. It is also unclear why, after IRS officials ordered the inappropriate criteria removed in mid-2011, similar criteria were imposed in January 2012 before being set aside again five months later.

* WHAT DID OBAMA AND HIS TOP AIDES KNOW, AND WHEN?

Republicans are accusing the White House of using the IRS to target political enemies and are alleging a cover-up. Such complaints are rooted in the notion that Obama or his top aides might have known about the IRS' targeting of conservative groups before the election last November, and kept it quiet.

It is clear that some senior aides to Obama - like many lawmakers on Capitol Hill and anyone who read the Treasury inspector general's website - knew well before the report's release last week that Treasury was investigating complaints that the IRS had targeted conservative groups.

J. Russell George, the Treasury Department's internal watchdog, said that Deputy Treasury Secretary Neal Wolin, an Obama political appointee, learned nearly a year ago that a probe into targeting by the IRS had begun.

In July 2012, George also informed House Oversight Committee Chairman Darrell Issa, a California Republican, about the probe.

Treasury Secretary Jack Lew said he was first briefed in mid-March that there was an ongoing investigation.

On Monday, White House spokesman Jay Carney said that White House counsel Kathryn Ruemmler was notified about the probe's preliminary findings on April 24 and that she later informed Chief of Staff Denis McDonough what she had heard.

Carney also said Ruemmler decided "it was not necessary or appropriate to inform the president" before the probe was done.

Obama said he learned about the inappropriate behavior from the media on May 10, when the report was released.

So far, there is nothing to indicate that Obama or his administration tried to suppress any information about targeting by the IRS from becoming public before the election.

On Monday, Carney also said the White House was not involved in the unusual way in which the IRS first acknowledged the targeting. The matter came to light because of a planted question to Lois Lerner, head of the IRS tax-exempt organizations office, at a lawyers' conference on May 10.

The inspector general's report said investigators had found no evidence that the IRS' targeting of conservatives was influenced by anyone outside the tax agency.

* DID IRS OFFICIALS LIE TO CONGRESS?

Republicans say that IRS officials intentionally withheld information about political targeting, after lawmakers periodically questioned them about complaints from Tea Party groups.

The Treasury report indicates that the offices of the IRS' chief counsel and deputy commissioner for services and enforcement communicated about the targeting with lower-level officials on August 4, 2011 and March 8, 2012, respectively. That was before Doug Shulman, then the IRS commissioner, told congressional panels in late March 2012 that the tax agency was not targeting any groups for extra scrutiny.

Miller, the acting head of the IRS who was fired last week, and Lerner have known about the probe for about a year and do not appear to have briefed Congress before May 10. That is why Republicans are accusing them of misleading Congress.

* WERE ANY CRIMES COMMITTED?

U.S. Attorney General Eric Holder said last week that the Justice Department will consider charges regarding the denial of civil rights to members of conservative groups, IRS rules for U.S. government employees and the Hatch Act, which bans civil servants from certain partisan political activity.

Holder also said the department would weigh whether IRS officials or others made false statements to Congress or investigators.

George, the Treasury watchdog, testified last week that his office's initial review did not detect any criminal intent. At that hearing, Miller said, "It's my belief that what happened here wasn't illegal." (Reporting By Karey Van Hall; Editing by David Lindsey and Christopher Wilson)

DETROIT (WWJ) ? With auto insurance rates in Detroit among the highest in the nation, some Democratic state legislators say they have ideas for real reform.

There are a lot of problems with the Republican sponsored no fault bill say some Detroit Democrats.

First, they say a savings of $125 per vehicle for one year of auto insurance is not enough when you consider the average cost of car insurance is five thousand dollars in Detroit.

It?s just not enough says State Representative Thomas Stallworth, (D-Detroit) not when you consider the real cost of insuring a vehicle in Detroit.

?Detroit?s average premium of five thousand dollars is the nation?s most expensive and is some twelve hundred dollars higher than second place Philadelphia,? he tells WWJ?s Marie Osborne.

These Democrats want changes on how auto insurance is calculated .

?Presently, a driver with a DUI and a good credit score gets a better rate than a laid off factory worker with a challenged credit score, who has never had a ticket,? said Stallworth.

Often, the cost of insurance exceeds the cost of the vehicle.

Democrats are outlining points of change they?d like to see including: prohibiting the use of a credit score and education to determine a premium and disallowing steerage to collision shops owned by insurance companies.

The number one issue these legislators hear about from their constituents? The high cost of auto insurance.

As if an 8-0 drubbing at the hands of the Giants last night wasn't bad enough, the Nationals now find themselves forced into giving their bullpen a quick makeover just so they can have a few fresh arms for tonight's game in San Francisco.

Ryan Mattheus will be placed on the disabled list after breaking his right hand Sunday in San Diego, an injury that didn't occur during the Nationals' 13-4 loss to the Padres but afterward when the right-hander punched his locker in frustration. Mattheus' surprise injury, combined with the eight innings of work needed out of Zach Duke, Craig Stammen and Henry Rodriguez last night, leaves the Nationals with a serious dearth of healthy relievers at the moment.

Such is life these days for a Nationals club that finds itself teetering on the brink, losers in five of its last seven games, hovering only one game over the .500 mark and suddenly dealing with a rash of injuries.

The Nationals already are without right fielder Jayson Werth (who is expected to miss at least two more weeks with a hamstring strain that won't go away), catcher Wilson Ramos (also out an extended period with a hamstring strain) and No. 5 starter Ross Detwiler (mild oblique strain).

At least those roster members hurt themselves on the field of play. Not so for Mattheus, who was so mad after giving up five runs during Sunday's blowout loss, he punched his locker at Petco Park and wound up breaking his pitching hand as a result.

Now the Nationals must cobble together a bullpen just to get through the rest of this 10-game road trip in one piece. Detwiler's injury forced Duke into a starting role, though he couldn't make it through four innings last night. Stammen wound up being used for 2 2/3 innings, with Rodriguez throwing 47 pitches over two laborious innings the day after he threw another 21 pitches in another blowout loss.

With none of those three arms available, the Nationals will seek help from two members of Syracuse's pitching staff.

Maya rejoins the big-league roster for the first time since 2011 despite a 1-4 record and 5.07 ERA in eight starts. The right-hander hasn't been particularly effective, but he hasn't pitched since Wednesday, so he at least offers a fresh arm.

Abad, meanwhile, offers the Nationals something they haven't had all season: a left-handed specialist out of the bullpen. The 27-year-old has allowed only two runs over 17 innings at Class AAA, striking out 12 while issuing only two walks. Given the Nationals' lack of a left-handed reliever aside from Duke, Abad could find himself sticking around for a while.

Needing to clear a spot for the extra bullpen arm, the Nationals will option outfielder Eury Perez to Syracuse. That move leaves the club with a 13-man pitching staff.

A move of desperation? Perhaps. But these have quickly become desperate times for the Nationals.

Retired Anglican priest convicted of sex abuse

LONDON (AP) ? A retired Anglican priest has been convicted of 36 separate sex offenses against children in the 1960s and 1970s.

A jury found Gordon Rideout guilty Monday of 34 counts of indecent assault and two counts of attempted rape on 16 children in the southeastern English counties of Hampshire and Sussex between 1962 and 1973. The victims included boys and girls.

Most of the charges that the 74-year-old Rideout was convicted of related to his work as an assistant curate at St. Mary's Church in Crawley, when he would visit a children's home nearby. Prosecutor Philip Bennetts said Rideout would visit children when they were sick and alone in bed.

Rideout was arrested in March 2012 and charged five months later following a police investigation. He denied all the charges.

Split-second choice ended with N.Y. student dead

NEW YORK (AP) ? The college student was being held in a headlock by a masked intruder with a loaded gun to her head, police said. Then the gunman took aim at an officer.

A moment later both Hofstra University junior Andrea Rebello and the intruder were dead ? killed after a split-second decision that is perhaps the most harrowing in law enforcement: when to pull the trigger.

"The big question is, how do you know, when someone's pointing a gun at you, whether you should keep talking to them, or shoot?" said Michele Galietta, a professor of psychology at the John Jay College of Criminal Justice who helps train police officers. "That's what makes the job of an officer amazingly difficult."

She spoke Sunday as Hofstra University students honored Rebello, a popular 21-year-old public relations major, by wearing white ribbons at their graduation ceremony.

Rebello's funeral is scheduled for Wednesday in Sleepy Hollow, north of New York City.

The news that she died from a police bullet came as "a second shock" for the already devastated family, said Henry Santos, Rebello's godfather.

"I think it really is more tragic," said Carol Conklin-Spillane, principal of Sleepy Hollow High School, where Rebello and her twin sister graduated in 2010. "My heart goes out to everyone. You have to empathize with the police officer. He's dealing with the consequences of a split-second decision."

"We're talking informally with the seniors who are getting ready to leave us," the principal said. "Graduating is "a scary proposition to begin with and we're helping them with any extra anxiety."

At the family's home in Tarrytown, a handwritten note on white paper was taped to the shingles next to the door.

"Please respect the family's privacy. We are in a state of grief, thank-you. But we are not talking," it said.

Rebello's life ended in the seconds that forced the veteran police officer to make a fatal decision, but the questions surrounding the student's death are just beginning, along with an internal investigation by the Nassau County Police Department.

Rebello and the intruder, Dalton Smith, died early Friday when the officer fired eight shots, hitting him seven times and her once in the head, according to county homicide squad Lt. John Azzata.

With a gun pointed at her, Smith "kept saying, 'I'm going to kill her,' and then he pointed the gun at the police officer," according to Azzata.

The officer acted quickly, saying later that he believed his and Rebello's lives were in danger, according to authorities.

No doubt, he was acting to try to save lives ? his own and that of the young woman, Galietta said.

"What we're asking the cop to anticipate is, 'What is going on in the suspect's mind at the moment?'" she said. "We're always trying to de-escalate, to contain a situation, but the issue of safety comes in first, and that's the evaluation the officer has to make."

Eugene O'Donnell, a former New York City police officer and professor of law and police studies at John Jay College, said the crucial issue may be whether or not police had deemed it a hostage situation. If so, he said, there are protocols police follow to buy time, slow down, isolate and assess.

But O'Donnell said the officers may have had few options because of "an eyeball to eyeball confrontation between the officer and the offender."

"It may have been too fluid to deteriorate for the officers to do anything else," O'Donnell said. "It underscores that there's no two of these that are exactly alike."

Police tactical manuals are meant to assist officers in making the best decision possible, but in the end, "they're not 100 percent foolproof," Galietta said. "In a situation like that, you can follow procedure, and it doesn't mean it comes out perfectly."

Hofstra student John Kourtessis told the New York Post that he'd gone to a bar with Rebello and a few other friends to celebrate the end of school. When they got back to Rebello's house, she asked him to move his car and he went upstairs to get his keys.

When he came back down, he said, Smith was there. He said Smith kept talking about "the Russian guy," insisting the house's residents owed a Russian man money and that he was outside waiting.

"He was saying ... that he just needed us to cooperate. I said, 'Listen, we have all this money here.'"

Kourtessis said the students offered Smith computers, jewelry and other items from the house but that Smith kept demanding more money.

The officer who fired the shots is an eight-year NYPD veteran and has been with Nassau County police for 12 years.

He is now out on sick leave, Azzata said.

Procedurally, the Nassau County district attorney would determine whether an officer's use of deadly force was justified, O'Donnell said. A spokesman for the prosecutor's office said Monday it is monitoring the ongoing police investigation.

Russia targets pollster for 'political activity'

MOSCOW (AP) ? Russia's only independent polling agency said Monday it may have to close after prosecutors targeted it for "political activity" under a law spearheading President Vladimir Putin's crackdown on civil society.

Levada Center published a letter, dated last week, from prosecutors who said its polls and publications are "aimed at shaping public opinion on government policy" and demanded it cease publication until it registers as a "foreign agent" under a law passed last year.

Russia has pushed strongly in recent months to enforce the law, which requires all foreign-funded NGOs that engage in ill-defined political activities to register as "foreign agents," a term that recalls Soviet-era propaganda casting suspicion on foreigners. The measure is seen as an attempt to restrict Kremlin critics and undermine their credibility.

Putin has long been suspicious of NGOs, especially those with American funding, which he has accused of being fronts for the U.S. government to meddle in Russia's political affairs.

Levada receives between 1.5 and 3 percent of its funding from foreign sources, including longtime b?tes noires of Putin's foreign policy like the National Institute for Democracy and George Soros' Open Society Institute, according to center director Lev Gudkov.

Prosecutors and courts have cast the widest possible net in defining "political activity," including appealing to the European Court on Human Rights, almost any kind of advocacy work, publicizing rights violations, organizing a roundtable with a U.S. Embassy political officer, and environmental and gay rights activism.

Hundreds of groups have been raided since Putin gave a speech in February demanding the law be enforced. At least 44 NGOs have had legal actions brought against them, according to AGORA, a legal aid NGO.

The campaign has stoked public opinion against NGOs, according to a poll Levada released last week. Only 19 percent of Russians polled thought NGOs did any work of value, while more than half supported a total ban on all foreign funding for groups that criticize the government.

There's nothing more frustrating than watching a product or service get announced, then having to wait an age to try it out. Nintendo hears that, and has announced via Nintendo Direct, that during E3 week, Best Buy will have playable demos of as-yet released Wii U games in 100 stores across the US and Canada. Given that no one was likely expecting any new hardware from the firm, it's clear the gaming stalwart is looking for other ways to stir-up some interest. There's no mention of titles, so we're left to assume they'd be the games announced at the show. Either way, scratch out that week in June to make sure you find out first hand. Jimmie Johnson races to record 4th All-Star win

CONCORD, N.C. (AP) ? Cross another milestone off of Jimmie Johnson's list. He stands alone in All-Star history.

"Five-time" became the first four-time winner of NASCAR's annual All-Star race, breaking a tie with the late Dale Earnhardt and teammate Jeff Gordon on Saturday night.

"To beat Jeff and Earnhardt, two guys that I have looked up to my whole life, two massive icons of our sport, this means the world to me," Johnson said.

He also joined the late Davey Allison as only the second driver to win back-to-back All-Star races.

It was fitting that he did it at Charlotte Motor Speedway, the track Johnson, the five-time NASCAR champion, has dominated since his 2002 rookie season. Johnson has won six points races at Charlotte, led more than 1,600 laps and the win in the $1 million Sprint All-Star Race was his second straight, fourth in 12 years. He also won in 2003 and 2006.

"The only four-time All-Star champion ? I am very proud of you," crew chief Chad Knaus radioed after Johnson took the checkered flag.

A day after Johnson overshot his pit stall during qualifying to earn a poor starting spot, his Hendrick Motorsports crew changed four tires in 11 seconds on the mandatory final spot to send Johnson back onto the track in second place for the final restart.

He lined up inside of teammate Kasey Kahne for the final 10-lap sprint to the cash, and the two battled side-by-side for a little more than a lap before Johnson cleared Kahne completely. He then sailed away to an easy victory.

"We are doing great things and we are amazing ourselves in the process," Johnson said.

Joey Logano finished second and Kyle Busch, who won two of the first four segments, was third as neither had a shot at running down Johnson once he got his No. 48 Chevrolet out front.

"The 48, once he got that clean air, he was gone," Logano said. "Second isn't anything to hang your head, but it's about the million bucks tonight."

Kahne faded to fourth and Kurt Busch, who also won two segments to give the Busch brothers a sweep, was fifth.

It was disappointing for both Busch brothers, who had the cars to beat through the first 80 laps. New scoring rules designed to stop sandbagging sent the drivers onto pit road for the mandatory final stop in order of their average finish in the first four segments.

The Busch brothers tied with an average finish of 2.0, and Kurt went down pit road as the leader based on the tiebreaker of winning the final segment.

But the two Hendrick cars beat everybody off pit road, Kyle Busch exited in third and a poor final pit stop dropped Kurt to fifth.

"Ultimately, it came down to pit road, where my guys always prove their worth," Kyle Busch said. "Unfortunately, we didn't have the best of stops and to come out third, well, that was the race right there. You have to be on the front row if you're going to win this thing."

Johnson didn't think he had a shot at winning the All-Star race after botching his qualifying run and starting 20th in the 22-car field. By staying patient through the four 20-lap segments, he was in position at the end to make his move.

"Worked our way through there and got the job done," Johnson said. "It's just dedication and drive from every member of this Hendrick Motorsports team. When we started on the front row for the last segment, I knew we had a great shot at it."

The win capped a big day for Chevrolet, which swept the first 10 spots in Indianapolis 500 qualifying shortly before racing began at Charlotte. Then Johnson, the current Sprint Cup points leader, put the manufacturer in Victory Lane.

Jamie McMurray won the 40-lap Sprint Showdown before the All-Star race to transfer into the main event, and Ricky Stenhouse Jr. finished second to earn the other berth.

Danica Patrick won the Sprint fan vote to claim the last open spot in the race. It wasn't a big surprise that Patrick won the vote ? her fans last year elected her most popular driver of the Nationwide Series ? and her public relations team was ready with a "Thank You Fans" bumper sticker she slapped on the side of her Chevrolet before the All-Star race began. She finished 20th.

Before the race, she said she wasn't sure why her fans so ardently support her.

"I've said many times that I'm not sure what it is people like or see in me or why they cheer for me," Patrick said. "To some degree being different, being a girl, there are things there. But what is it? There are a lot of different and unique drivers out there. All I know is that I try do my best to be myself all of the time. I try to be honest with the fans and at the end of the day, even if they don't agree with what I say or do, they can respect my honesty."

Will Amazon raise its prices?

Razor-thin margins and several new investments led to a profit loss for Amazon in 2012. Will Amazon's shoppers pay the price?

In its fourth quarter earnings report, Amazon reported a net sales increase of 27%, raising its sales revenue to $61.09 billion. The retail giant's operational costs also went down by 22% to $676 million, but Amazon ended its year in the red with a net loss of $39 million, compared to its net income of $631 million in 2011.

The company's lack of profits in 2012 are mostly a result of Amazon's hefty investments and overall thin profit margins. And while no expert blames customers for not buying enough, it very well may be Amazon shoppers who will pay the price to make up for that revenue gap.

Consumers Could Be Paying for Amazon's Lack of Profits

These costly investments include developing 20 new fulfillment centers (making for a total of 89) and hiring 50,000 temporary workers during the holidays. Additionally, the Kindle and Amazon's video service are not very lucrative for the retail giant. According to Forbes, Amazon has been subsidizing the cost of the Kindle Fire in "order to gain a foothold in the market for tablets." Amazon also invested more in its video services last year: the company added 19 million pieces of digital media in 2011, all at no small price tag.

And while investments account for a portion of lost profits, Amazon's own price points may also be a factor. The company is famous for deep discounts on everything from socks to small kitchen appliances ? a reputation it needs in order to keep a competitive edge. But low prices also mean all-around thin profit margins.

Independent analyst Paul Santos thinks that as Amazon continues to sell more products every year, the cost of selling will increase faster than revenue will, if the retailer continues to offer those famously low prices. In other words, Amazon won't be able to make a profit by selling greater quantities of goods at rock bottom prices. Instead, to boost profits, Santos thinks Amazon will have to raise prices. And it may have already. According to Santos, a number of Subscribe & Save products have gone up in price, some of which went "above and beyond any reasonable level, to the point where customers started finding out that much of the stuff they were buying could be had cheaper in the offline world."

What's more, a recent Kantar Retail study found that Amazon might not be the cheapest place to shop for grocery and household items to begin with. Kantar Retail shopped for 36 different products at Amazon, Walmart.com, and in Walmart's brick and mortar stores. The result ? Amazon was 25% more expensive than Walmart, and 12.2% more expensive than Walmart.com.

So what does this mean for the everyday Amazon shopper? Well, if Amazon's calculated investment in the Kindle gives it the foothold it was hoping for ? and more customers start renting digital books, movies, and TV shows from Amazon's digital services ? profits should rise without us suffering sticker shock. But if Amazon's long-term plan to lower prices and "invest heavily in the future" fails and the retailer can't improve its profit margins by business development alone, the company may turn to raising its prices.

At a time when the Jaguars aren?t interested in bringing Tim Tebow home to Jacksonville, he went there anyway.

Via the Florida Times-Union, Tebow was in town Friday night to speak at New Life Christian Fellowship.? As he did earlier this month in Michigan, he said nothing about his NFL future.

Tebow did offer one funny, self-deprecating jab at his NFL past.

?One of my favorite stories, ironically, was against the New York Jets,? Tebow said, referring to the game-winning touchdown run for the Broncos, in a 2011 Thursday night game.? ?And probably my greatest Jets highlight, I guess.?

The Jaguars remain uninterested in allowing Tebow to create similar highlights for them, even though in 2012 the Jags tried to trade for Tebow.? Jaguars legend Tony Boselli recently suggested that Tebow possibly could be a ?franchise quarterback,? but Boselli agreed with the Jaguars? decision to steer clear of Tebowmania.

?What team wants to bring a guy who?s a developing player onto their roster when he?s going to be a complete distraction ? through no fault of his own ? and become a disruption in the locker room?? Boselli said.? ?It becomes all about that ? whether he is going to play, whether it?s going to work ? and the rest of the team is saying, ?We?re trying to win ballgames.?? I feel bad for Tim because I don?t think it?s all his fault.? It?s outside circumstances and people who are making it tough on him.?

Still, Tebow?s image feels partially scripted and contrived.? Though he seems to be a good person, there?s a too-good-to-be-completely-true element that Tebow and/or those close to him possibly have helped perpetuate.? Many casual fans have bought it completely, prompting them to skew their view of his football abilities.

Unless a team is willing to embrace Tebow and Tebowmania, making him the starting quarterback no matter how bad he is in practice or the first 3.75 quarters of a close game, it won?t work.? With no team willing to do that for 2013, the question becomes whether a team that stinks this season will decide that, for 2014, it can stink again without Tebow ? or it can stink with him.

(AP) ? Mexicans often feel that billionaire Carlos Slim owns everything in their country, from telephone and Internet companies to banks and chain stores, but his latest acquisitive foray is meeting resistance after touching a national passion: soccer.

Slim recently bought part of two of Mexico's first division soccer teams, setting up another showdown with television giants Televisa and TV Azteca, major players in the soccer field that are in turn trying to push their way into Slim's telecommunications and Internet markets.

The owners of the 18 Mexican first division clubs are scheduled to meet Monday to decide whether one person or one company can own more than one first-division soccer team, and many see Slim as the target.

Each team has one vote in decisions by the Mexican Football Federation, so purchasing more teams would give Slim more power in the federation. Recently, there have been rumors in sporting circles and on social networks that Slim also plans to buy or acquire the broadcast rights for Chivas, one of Mexico's two most popular teams, along with Televisa's America. The billionaire's spokesmen have denied that.

"What is evident in their business decisions is that Televisa is interested in entering Slim's mobile and broadband fields and Slim is interested in entering the soccer field, which has been under the monopoly of the two television networks," said telecommunications analyst Gabriel Sosa Plata, referring to the fact that the networks long had exclusive broadcast rights to the games of all 18 teams.

Slim ventured into soccer in September, when he bought 30 percent of the shares in the Leon and Pachuca teams through his telecommunications company America Movil. In December, he bought all the shares of the second division team Estudiantes Tecos.

Following the acquisitions, team owners in February decided to discuss the issue of multi-ownership.

The decision raised some eyebrows since TV Azteca currently owns two teams, the Jaguares and Morelia, and Televisa once owned three first division teams, America, Necaxa and San Luis, without notable complaints within the federation about the issue of multi-team ownership. The world football authority, FIFA, however, has expressed concern about conflict of interest questions raised by the issue.

Pachuca's owner, Jesus Martinez, said he was shocked that the subject of multi-ownership has come up since Slim ventured into soccer.

"It's laughable because that (multi-ownership) has been going on for more than 25 years," Martinez said.

But Televisa currently owns just one team, America, and TV Azteca is reportedly thinking of selling the Jaguares to a business group that would relocate it from Chiapas state to Queretaro. A Jaguares' spokesman wouldn't comment on the report but if the purchase takes place, Slim would be the only businessman with multiple teams in the first division.

Neither Televisa, the world's largest producer of Spanish-language TV programs, nor TV Azteca immediately responded to interview requests by The Associated Press.

Decio de Maria, president of the Mexican Soccer League, said that if there is a vote against a single person or company owning several teams, Slim wouldn't be obligated to sell one of his teams but he would be prevented from buying more first division teams.

"In the next owners assembly, they will discuss whether there are differences between multi-ownership now and what has been happening in the past and if there are then we will take the necessary measures," said Slim's spokesman Arturo Elias Ayub.

So the upcoming vote on the subject seems geared to preventing Slim from buying more teams, not forcing him to shed one he already has.

Slim's foray into the world of soccer is also threatening the two TV networks in an area they hold dear: broadcast rights to games.

Slim's America Movil is a leading provider of cable and satellite television in Latin America but he has not been able to launch a network of his own in Mexico, something that could change after a recent approval of a reform that allows for more competition in the telecommunications sector.

Lacking his own station, after acquiring part of Leon, Slim began marketing the rights to broadcast its games, ending the duopoly held by Televisa and TV Azteca.

"Soccer is important for non-paid television because it is part of Mexico's most watched programming and for Televisa and TV Azteca it was an area they completely dominated," Sosa Plata said. "Slim's entry into soccer is reorganizing the field and giving a new perspective to a business that seemed stagnant."

The billionaire sold the broadcast rights for the Leon games to Telemundo in the United States, and the cable channel Fox Sports in Mexico and the rest of Latin America and to the website mediotiempo.com, which belongs to CNN/Expansion. The games are also sown on the Internet through UNO TV owned by Slim's business group.

Pachuca's broadcast rights belong to TV Azteca but that contract expires in December and Martinez has said he will negotiate with the highest bidder, which suggests that his partner Slim won't be excluded from the possibility of buying the rights.

Slim "is a very important partner in our group, he's helping soccer to grow, which is what really matters," Martinez said.

Slim is also moving into broadcasting sports outside Mexico.

In March, America Movil trumped its rivals by announcing it had acquired the broadcast rights across all media platforms for the upcoming Olympic Games in Sochi 2014 and Brazil 2016 for Latin America, except Brazil.

Iran's Guard warns against post-election turmoil

TEHRAN, Iran (AP) ? Several Iranian newspapers are citing a senior Revolutionary Guard commander as warning his forces will be on watch for possible unrest after the June 14 presidential election.

Col. Rasool Sanaeirad says a "possible riot in Tehran could spread" to other regions. He claims chances for turmoil are heightened because Iran is for the first time holding both presidential and municipal balloting at the same time.

The remarks appear to be a warning to the opposition against staging protests. They were published Sunday in several papers, including the pro-reform Bahar daily.

All key policies in Iran are made by the clerics and their inner circle, including the powerful Guard.

The Guardian Council, the clerical watchdog that runs the elections, is expected Tuesday to announce a handful of candidates for the ballot.

Obama agenda seems to be weathering controversies

WASHINGTON (AP) ? Despite Democratic fears, predictions of the demise of President Barack Obama's agenda appear exaggerated after a week of cascading controversies, political triage by the administration and party leaders in Congress and lack of evidence to date of wrongdoing close to the Oval Office.

"Absolutely not," Steven Miller, the recently resigned acting head of the Internal Revenue Service, responded Friday when asked if he had any contact with the White House about targeting conservative groups seeking tax-exempt status for special treatment.

The president's re-election campaign?" persisted Rep. Devin Nunes, R-Calif.

"No," said Miller.

The hearing took place at the end of a week in which Republicans repeatedly assailed Obama and were attacked by Democrats in turn ? yet sweeping immigration legislation advanced methodically toward bipartisan approval in the Senate Judiciary Committee. The measure "has strong support of its own in the Senate," said Sen. Amy Klobuchar, D-Minn., a member of the panel.

Across the Capitol, a bipartisan House group reported agreement in principle toward a compromise on the issue, which looms as Obama's best chance for a signature second-term domestic achievement. "I continue to believe that the House needs to deal with this," said House Speaker John Boehner, R-Ohio, who is not directly involved in the talks.

The president's nominee to become energy secretary, Ernest Moniz, won Senate confirmation, 97-0. And there were signs that Republicans might allow confirmation of Sri Srinivasan to the U.S. Court of Appeals for the District of Columbia Circuit, sometimes a stepping stone to the Supreme Court.

Separately, a House committee approved legislation to prevent a spike in interest rates on student loans on July 1. It moves in the direction of a White House-backed proposal for future rate changes to be based on private markets.

Even so, Rep. Fred Upton, R-Mich., chairman of the Energy and Commerce Committee, said, "It's been a bad week for the administration."

Several Democratic lawmakers and aides agreed, and expressed concern about the impact on Obama's agenda ? even though much of it has been stymied by Republicans for months already.

At the same time, Rep. Dave Camp, R-Mich., voiced optimism that the IRS controversy would boost the push for an overhaul of the tax code, rather than derail it. "It may make a case for a simpler tax code, where the IRS has less discretion," he said.

Long-term budget issues, the main flash point of divided government since 2011, have receded as projected deficits fall in the wake of an improving economy and recently enacted spending cuts and tax increases.

Even before Obama began grappling with the IRS, the fallout from last year's deadly attack on the U.S. diplomatic mission in Benghazi, Libya, and from the Justice Department's secret seizure of Associated Press phone records, the two parties were at odds over steps to replace $85 billion in across-the-board spending cuts. In particular, Obama's call for higher taxes is a nonstarter with Republicans.

Other high-profile legislation and presidential appointees face difficulties that predate the current controversies.

Months ago, Obama scaled back requested gun safety legislation to center on expanded background checks for firearms purchasers. That was derailed in the Senate, has even less chance in the House and is unlikely to reach the president's desk.

Republicans oppose other recommendations from the president's State of the Union address, including automatic increases in the minimum wage, a pre-kindergarten program funded by higher cigarette taxes and more federal money for highways and bridge repair.

In a clash that long predates the IRS controversy, Senate Republicans seem intent on blocking Obama's nomination of Tom Perez as labor secretary. Gina McCarthy's nomination to head the Environmental Protection Agency is also on hold, at least temporarily, and Democrats expect Republican opposition awaits Penny Pritzger, Obama's choice for commerce secretary.

Rhetorically, the two parties fell into two camps when it came to the White House troubles. Democrats tended to describe them as controversies, Republicans often used less flattering terms.

Speaking on the Senate floor, Sen. Roger Wicker, R-Miss., accused the administration of fostering a "culture of intimidation." He referred to the IRS, the handling of the Benghazi attack and Health and Human Services Secretary Kathleen Sebelius' "fundraising among the industry people she regulates on behalf of the president's health care law."

Two days later, Camp, a 23-year veteran lawmaker, opened the IRS hearing by calling the agency's actions part of a "culture of cover-ups and intimidation in this administration." He offered no other examples.

Rep. Trey Radel, a first-term Florida Republican, said in an interview, "What we're looking at now is a breach of trust" from the White House.

House Democratic leader Nancy Pelosi of California offered a scathing response when asked if the controversies would hamper Obama's ability to win legislation from the Republican-controlled House. "Well, the last two years there was nothing that went through this Congress, and it was no AP, IRS or any other (thing) that we were dealing with."

"They just want to do nothing. And their timetable is never," she said of GOP lawmakers.

Similarly, Senate Majority Leader Harry Reid gave no ground on Benghazi, a dispute that increasingly centered on talking points written for administration officials to use on television after the attack last September in which U.S. Ambassador Chris Stevens and three other Americans were killed.

"It's obvious it's an attempt to embarrass President Obama and embarrass Hillary Clinton," he said of Republican criticism that first flared during last year's election campaign.

On a third front, Sen. Chuck Schumer, D-N.Y., resurrected legislation that would requiring a judge to approve subpoenas for news media communications records when investigating news leaks said to threaten the national security. It was a response to the FBI's secret, successful pursuit of Associated Press phone records in a current probe.

While Democrats counterattacked on Benghazi and parried on leaks, they bashed the IRS' treatment of conservative groups as improper if not illegal ? and warned Republicans not to overplay their hand.
