The Challenges Facing Iran's New President

Why Rouhani will have to start putting out fires, fast.

One of the most important questions in the Middle East this year is whether Hassan Rouhani's election will mark a new era -- both for Iranians and the outside world. The answer could mean the difference between peace and yet another war. Rouhani's campaign certainly made lots of promises. One of his most striking posters was a bright blue textograph of his face crafted from a slogan promising "a government of good sense and hope." The Scottish-educated cleric energized an election many Iranians had considered boycotting after pledging that "freedoms should be protected." He also won over key youth and female votes by vowing in televised debates to "minimize government interference" in culture and society and to give women "equal rights and equal pay."

The upbeat promises have continued apace since the June 14 election, particularly on Rouhani's two English and Farsi Twitter accounts. "This victory was a victory of wisdom, #moderation, progress, awareness, commitment and religiosity over extremism & bad behavior," @hassanrouhani tweeted on June 15. The "bad behavior" was clearly a dig at outgoing President Mahmoud Ahmadinejad, whose status has plummeted over the past year. He leaves office almost in disgrace.

Online, Rouhani even discreetly tipped his turban to the Great Satan. Four days after the vote, his account tweeted a decade-old picture of Rouhani visiting a U.S. field hospital set up after the devastating 2003 earthquake in historic Bam. He is pictured next to an American female medic.

Now Iran's new president has to deliver. After the Aug. 4 inauguration, Rouhani faces a grueling test of the popularity he won at the polls against five other candidates. Iran's economy is toxic. Political divisions border on schisms. Regional allies--both secular and Islamist--are literally under fire. And the outside world has threatened military action if Tehran does not compromise on its nuclear program. Rouhani will find few quick fixes either. His gentle smile will only get him so far.

"It's the economy stupid" applies as much in the Islamic Republic as in any capitalist society. Rouhani inherits an almost existential challenge in putting out the financial fires. The economic situation is beyond grim due to a combination of punishing international sanctions and Ahmadinejad's gross mismanagement.

Iran's currency has lost about half its value since mid-2012. At least one out of four young people is now unemployed--including 4 million university graduates--in a country where more than half the voters are under 35. The Central Bank put inflation at 36 percent this spring, but Rouhani said his incoming team estimated that it was closer to 42 percent. Disgruntlement is visible. Sporadic demonstrations, including a July rally by steelworkers outside parliament, have protested unpaid salaries and layoffs.

Iran's economic lifeline is oil. But crude oil exports were cut by almost 40 percent in 2012--to 1.5 million barrels per day, the lowest in more than a quarter century, according to the U.S. Energy Information Administration. By July 2013, the World Bank reported that Tehran had not paid back loans totaling $79 million for more than six months (out of $679 million due overall), which also meant Tehran would be ineligible for new funding and would find it harder to get new money from commercial creditors.

"For the first time since the imposed war [with Iraq from 1980 to 1988], our economic growth has been negative for two years in a row. And this is the first time that negative growth is accompanied by high inflation -- the highest inflation in the region or perhaps in the world," Rouhani told the country's parliament in July. In Iran's unusual political system, the president's biggest portfolio is the economy--and it could make or break his presidency.

During the presidential debates, Rouhani was quite conciliatory toward the outside world, at least compared with the defiant and discordant Ahmadinejad. "We need to move away from extremism," Rouhani said on national television. "We should maintain the country's interests and national security to provide conditions where we create opportunities." The key, of course, will be whether Iran and the outside world can settle longstanding questions about Iran's nuclear program.

Unlike the economy, Rouhani is uniquely qualified on this issue. He is a mid-ranking cleric, but he was also the national security adviser for 16 years. As chief nuclear negotiator, he brokered a rare deal with the West in 2003-4, when Iran temporarily suspected uranium enrichment, a fuel process that can be used for both peaceful nuclear energy and the world's deadliest weapon. He left the job shortly after Ahmadinejad took office in 2005.

Rouhani actually took a potshot at Ahmadinejad's team--including Saeed Jalili, the chief nuclear negotiator and another presidential candidate--in the campaign this summer. Among the six major powers negotiating with Iran, Jalili was famed for his long-winded tirades and stalling tactics that went nowhere during the five rounds of diplomacy since April 2012. The joke in Washington was that U.S. officials would actually not have minded if Jalili won the election, because at least they would no longer have to sit across from him at the negotiating table. He may have had the same reputation in Tehran.

"The nuclear issue will only be resolved through real negotiations, not just announcements," Rouhani said during the debates. "Iran's foreign policy should be placed in the hands of skilled, experienced people -- not people who do not know what they are talking about."

The sixth round of negotiations--with the United States, Britain, China, France, Germany and Russia--is expected to resume this fall. "Iran will be more transparent to show that its activities fall within the framework of international rules." Rouhani said in his first press conference after the election. The International Atomic Energy Agency--the U.N. nuclear watchdog--particularly wants access to facilities and scientists so far off-limits to the outside world. The looming question is also whether the regime will finally agree to direct talks with the United States to expedite resolution.

"Relations between Iran and the United States are a complicated and difficult issue. It's nothing easy," Rouhani said at his first press conference. "This is a very old wound that is there, and we need to think about how to heal this injury. We don't want to see more tension. Wisdom tells us both countries need to think more about the future and try to sit down and find solutions to past issues and rectify things."

Rouhani knows the nuclear program intimately. He also knows that a deal that lessens or eliminates sanctions would in turn be the key to reversing Iran's rapid economic decline. "It is very good for [nuclear] centrifuges to spin," he said in the final debate on foreign policy. "But it's also good for the lives of people to spin." For all his realism, however, Iran's new president remains committed to the unique ideology of the world's only modern theocracy. He also opposed terms of a deal offered in 2009.

The central challenge for Rouhani is that he will not have the last word on virtually anything. In Iran's hybrid political system, a cleric is the ultimate executive. Supreme Leader Ayatollah Ali Khamenei has virtual veto power, sometimes in subtle ways, over everything from cabinet appointments to political agendas and foreign policy. The last three presidents ended up alienating the supreme leader--and losing influence for themselves and their political factions.

Tehran also has rival power centers. To win support for his initiatives, Rouhani will need to be a master wrangler to keep Iran's herd of bull-headed politicians in the same corral. He will have to navigate a balance between hardline principlists (so called for their rigid revolutionary principles) at one end of the spectrum and reform sentiments at the other, with many political shades between the two poles. For all their differences, Iranian and American politics actually have something in common--intense government rivalries that produce gridlock.

After the election, Rouhani told a packed press conference that his government would include "moderates, principlists and reformists. There will be no restrictions. I don't like the word coalition, it will go beyond factions and be based on meritocracy."

But blocks have already formed to hold Rouhani in check. Iran's unicameral parliament -- the Majlis -- is dominated by conservatives and hardliners, while Rouhani is a centrist. In a recent letter, 80 principlist members of parliament warned against naming "seditionists," a reference to reformers. Their six-point demands included absolute commitment by any appointee to revolutionary principles in domestic and foreign policies and total obedience to the supreme leader.

Iran's elite Revolutionary Guards also wield enormous political influence. Under Ahmadinejad, veterans from the 1980-88 war with Iraq strengthened their hold on top government jobs, both nationally and in the provinces. The Revolutionary Guards also are a dominant economic force, holding billions of dollars in government contracts having little or nothing to do with the military. They are not shy when it comes to getting their way.

So the honeymoon may be brief for Rouhani. Like his Western counterparts, he probably has 18 months to two years to produce something tangible before risking the leverage gained by his surprising first-round victory. Then he will have to begin thinking about the next election cycle.

NSA phone spying document declassified

WASHINGTON (AP) ? The Obama administration is declassifying documents about its telephone spying program to try to tamp down congressional opposition to domestic surveillance.

The documents will provide little solace, however, to Americans hoping to understand the legal analysis that underpinned the widespread surveillance.

And the redacted documents show only in broad strokes how National Security Agency officials use the data.

One particular type of analysis, called "hop analysis" is hinted at but never fully discussed. That allows to the government to search the phone records of not only suspected terrorists, but everyone who called them, everyone who called those people, and others who called them, as well.

With that authority, the government can search the records of millions of people in an investigation of one person.

A massive communications tower on East Bay Regional Park District property collapsed over the weekend, prompting park police to seek the vandals who likely toppled it. Christie Smith reports.

A massive communications tower on East Bay Regional Park District property collapsed over the weekend, prompting park police to seek the vandals who likely toppled it.

Lt. Jon King said despite the tower falling on its side on the Rocky Ridge, west of San Ramon and Danville, sometime before Monday morning, no one was injured and all systems remained operational because the communication systems are built with backups.

King did not say exactly when the tower fell over.

Police were alerted to the problem about 9 a.m. on Monday.

Officers responded and found that the cables that hold the tower in place had been cut, causing it to fall, police Capt. Mark Ruppenthal told Bay City News.?

The tower supports radio communications systems, including public safety communications, across the East Bay.
?

Investigators are trying to determine why vandals would target the tower, which is located in a remote area of the park behind multiple gates and fences. "It's not easily accessed," he said. ???

It?s unclear if this communications tower toppling is related to what?s been going on in the South Bay.

?

In April, the PG&E substation in South San Jose was vandalized, most likely by gunfire, shutting down 911 systems for much of the day.

Leno, other celebs oppose Calif. prison practice

(AP) ? Celebrities including Jay Leno and Gloria Steinem have condemned the isolation of inmates to control gang violence at California prisons ? a practice that sparked a hunger strike by hundreds of inmates.

The Los Angeles Times reports (http://lat.ms/11r7OMR ) the Rev. Jesse Jackson, Bonnie Raitt and Noam Chomsky also signed a letter sent Monday to Gov. Jerry Brown that calls the isolation system inhumane.

A demonstration is planned Tuesday at the state Capitol.

Corrections Department spokeswoman Deborah Hoffman says the isolation units serve a "vital role" in protecting prison staff and other inmates from violent gangs. Thousands have been isolated, some for decades.

Prison officials say 385 inmates have continuously refused to eat since July 8, while another 176 have been involved in shorter protests. More than 50 have needed medical care.

Golf: James Braunsberg is 2013 Montgomery County Amateur Champion

BLUE BELL ? The final round of the Montgomery County Amateur Championship at Blue Bell Country Club set two allies in a head-to-head battle for the silver trophy. Ben Feld and James Braunsberg, teammates at Drexel University, teed off an hour apart at LuLu on Saturday for the Montgomery Country Amateur Championship and had vastly different rounds.

Ben Feld, two-time defending Montco Amateur Champion, made seven birdies at the short-playing LuLu course. Posting a score of 69 at 2-under-par, Feld?s putter feasted on par-3s with a stretch of three consecutive birdies to open the back nine. James Braunsberg meanwhile played a squeaky-clean round with only two bogeys. He, too, shot a 69 and thus the pairing was made for the final round.

On Sunday at Blue Bell, it was as if their roles had reversed. Braunsberg putted lights outs ? he shot 4-under strictly on par-3s. Feld kept mistakes to a minimum and played a clean, consistent round of 70 at 1-under-par, but it was Braunsberg?s seven birdies and 4-under final round that dethroned the two-time defending champ and gave the Plymouth Whitemarsh grad his first Montco Amateur title.

?I?ve never been close after the first round,? Braunsberg said. ?I wanted to make sure I capitalized on it.?

Braunsberg and his opponent, Feld, a Germantown Academy graduate, have played in competition together for more than 10 years. The fellow Dragons faced off in the Philadelphia Junior PGA Tournament before facing off in high school at local tournaments.

At Drexel, one always seemed to get the upper hand on the other from one year to the next. In 2009-10, Braunsberg beat Feld by four strokes at the CAA Championship, but for the 2011-12 season Feld posted an average of four strokes better than Braunsberg, Both graduated from Drexel in 2013, both are recipients of the CAA Commissioner?s Academic Award, and both are quite familiar with the Arnold Palmer Signature course at Blue Bell, as it?s their home venue.

?It seems that every year I come here, I hit one of the lower rounds,? Braunsberg said.

?Once you get into the round and you?re into the heat of the battle, it?s golf, just as if you?re playing anywhere else,? Feld said.

Braunsberg, who realized his past issue with the tournament was being too far out of contention before even setting foot on familiar ground, was determined to set the pace in the first round of play.

?I?m always eight or nine shots back and it?s just too much of a hole to dig out of,? Braunsberg said. ?This year being tied for the lead with Benn and coming to this course, which he knows well too, I just felt really comfortable with where my chances were.?

The course itself played much longer than LuLu, 770 yards longer. Both courses have a par of 71 and both courses have nine par-4s, but Blue Bell has one more par-3 and one less par-5 than the shorter LuLu. However, it wasn?t length of club that sealed the win, it was the hit-or-miss putts on the green that earned Braunsberg the victory.

?(Braunsberg) played absolutely lights out today,? Feld said. ?He had the putter working and when he made a mistake he minimized the damage.

?He was just really good. I played well, he just beat me.?

Through nine, Braunsberg had a 2-stroke lead on Feld that increased to three on the 10th hole, but fell back to two after bogeying the 11th. On the 12th hole, Braunsberg sank a six-foot birdie putt that put the pressure on Feld, but the defending champ struck back with a birdie of his own. On 15, Feld again capitalized with a par after Braunsberg had a three-putt bogey to fall to just 2-up with three holes to play.

Then, on the par-3 16th, Braunsberg used his most effective club to seal the win once and for all. With the putter he sank a 60-foot birdie putt that broke twice downhill and crept to the edge of the cup, peeked in, and dropped to the bottom.

?I was able to get a good line off of (Feld?s) putt and I hit the putt right where I wanted,? Braunsberg said. ?I wasn?t sure if it had enough gas, but the ball kept rolling to the hole and kept looking better and better, and eventually it just dropped.

?My putting was on fire this weekend.?

With another birdie on the par-5 17th, Braunsberg entered the last hole with a 4-stroke lead over Feld, who had one last gasp with a birdie on 18 before Braunsberg took a 2-putt par to finish with a 4-under round of 67 to earn his first grasp of the Fazio Trophy as champion.

?It?s a lot of weight lifted off of my shoulders,? Braunsberg said. ?I?ve been wanting to win this event for quite a few years now.?

Earlier in the morning two other champions were crowned. The 2009 Championship Division winner Buck Jones won his first Senior Division with a two-round score of 3-over par. Jones won the 2009 title as a 59-year-old in the 49-and-under category.

?I finally decided I couldn?t keep up with the kids anymore,? Jones said.And in the Super Senior Division, Bruce Gladish shot a two-round score of 5-over par to win the title. Gladish and his group were on the 18th fairway as a 15-minute spurt of rain fell, where Gladish nimbly hopped out of his golf cart amidst the worst of the precipitation and with no practice swing struck a 150-yard approach shot that landed 10 feet from the pin. He sank the putt for his first birdie of the day and won the division by 12 strokes.

Junior Football Ferns draw blank with Australia

Junior Football Ferns and Australia drew a blank at Seddon Fields, Auckland this afternoon as both teams finish the three-match series with one win and one draw each.

In contrast to the previous games this was a tight, tense game with few clear cut chances and defenders on top from the start. With the series tied at one each neither team wanted to lose the deciding game, leading to a cautious game.

Coach Aaron McFarland knew it was going to be a tight game after the openness of the two previous encounters.

"It was what we were hoping for actually. We wanted a really good challenge from Australia and they provided that for us. The previous game should have been tighter," said McFarland, looking for a performance in response to the 4-0.

After an exciting cameo appearance on Saturday, Jasmine Pereira was rewarded with her first start of the series, along with starts for Chloe Knott, Emily Jensen and Megan Lee. The changes throughout the three-match series were planned to give each player an opportunity to impress.

"We wanted to give them the opportunity to show what they?ve got at international level," said McFarland.

The match was few of clear cut chances with Australia perhaps carving out the best of them in a five minute spell in the second half, with Alisha Bass in particular having a couple of shots that were comfortably saved by Lily Alfeld in goal for New Zealand.

The Junior Football Ferns also had their half chances. Megan Lee slalomed through the Australian defence but dragged her shot wide and Emma Rolston had several sights on goal but unable to get past Mackenzie Arnold in the Australian goal.

It was a flurry of pressure just before half time where the Junior Football Ferns had their best opportunity. Pereira put in a dangerous ball in the box that was well cleared by Australia, which was swiftly followed by a dipping shot by Rolston which Arnold did well to tip over.

The second half followed the first with a few half chances for each side, and substitutions and injuries disrupting the flow of the game.

Despite a rush of free kicks for the Junior Football Ferns in injury time no winner was to be found and the game ended 0-0 and the series 1-1.

In terms of the three-match series McFarland feels that the team achieved the goals they set themselves.

"We look back at the goals at the start of the campaign and we?ve achieved those. In terms of getting international minutes for many of the players, getting international exposure, trying to develop a possession based style of play and for the players to exhibit their playing personalities on the international stage so we?re really happy to hit all of those goals."

Although results matter it was more the performances that McFarland was keen to look back on.

"It could have been that we won all those games but played poorly and then we wouldn?t have been happy. We?ve learnt a lot of things from the week together on and off the field."

Missing high school ring discovered after 65 years

(AP) ? If finding a high school ring doesn't seem like a big deal consider this: Until a few days ago, the last time Dick Diedrich saw his ring he was living in suburban Chicago with his parents and Harry Truman was in the White House.

Diedrich, 82, now has his class of 1949 ring from J. Sterling Morton High School in Cicero thanks to a Waukesha, Wis., man who returned it to him after finding it with a metal detector in a lake near his home.

The ring's journey back to its proper owner in Illinois began with Mike Geiger's phone call earlier this month to the Mattoon home of Dick Diedrich and his wife of 60 years, Doris.

"He said, 'I think I have something that goes back to your high school years," Dick Diedrich said. "At that point the story with the ring popped into my head."

It seems that back in high school, Diedrich exchanged rings with his then-sweetheart, Doris. He said she only took his ring off "when they were dissecting frogs" in biology class.

In mid-1948, Doris put it on a shelf to wash her hands after biology class and when she turned around the ring was gone, as was another girl in the washroom.

"She was quite confident it got stolen," Diedrich told The Associated Press.

That's how things stood until Geiger called. He explained to Diedrich that he was using a metal detector at a lake near his home when he discovered the ring and pulled it from the water. "It really was in excellent shape for being so old," said Diedrich.

Gieger did a little detective work, Diedrich explained. He contacted the school's alumni association and was told that out of the 1949 class of about 1,500 students, there were two graduates with the initials R.D., including Richard "Dick" Deidrich.

Geiger called the other R.D., but he wasn't very friendly, so he called Diedrich, the newspaper reported. Believing he had the right R.D., he mailed Diedrich the ring.

Diedrich said he wanted to send Geiger a reward, "but he said he was just pleased to be able to return it." He sent him one anyway, along with a nice letter.

Deidrich has continued to do research to make sure that the ring is, in fact, his. But he said Geiger is convinced the ring is in the hands of the rightful owner.

"'It's your ring' he told me. 'Keep it and enjoy it,'" Diedrich said. "So the bottom line is, I'm now sitting here at 82 years old with my class ring 63 years later."

Victim of Polanski scandal uses picture he took

LOS ANGELES (AP) ? The woman who was sexually assaulted by director Roman Polanski when she was 13 has written a memoir that will feature a cover photo shot by Polanski three weeks before he drugged her and had sex with her.

Samantha Geimer's publisher says that during her 1993 lawsuit against Polanski, Geimer obtained rights to the pictures Polanski took during two photo sessions in 1977, one of which led to charges that he plied her with half a Quaalude and champagne and raped her.

Polanski, who pleaded guilty to unlawful sexual intercourse, was ordered to pay her $500,000 and to turn over the photos.

Geimer has said she is writing the book to reclaim her identity.

Atria Books, an imprint of Simon and Schuster, said it will be releasing Geimer's book ? "The Girl: Emerging from the Shadow of Roman Polanski" ? this fall.

According to Atria, Geimer will provide "insight into many dimensions of the story that have never previously been revealed."

Filmmaker Marina Zenovich interviewed Geimer for her documentary "Roman Polanski: Wanted and Desired" and for a soon-to-be-released second film, "Roman Polanski: Odd Man Out." She said she was not surprised by the announcement of the upcoming book.

"She always said she wanted to take her power back, and this is her way to do it," Zenovich said. "For a lot of years she was silent, and she's not a silent person. She has a very strong personality.

"Once she found her power, it kind of freed her."

Although Geimer has declined interview requests in advance of publication, she issued a statement last year when the book project was announced.

"I am more than 'Sex Victim Girl,' a tag the media pinned on me," Geimer, who long ago identified herself as Polanski's victim, said in the statement released through Atria. "My friends in junior high, scolded by their parents to stay away from that girl, also labeled me. I offer my story now without rage, but with purpose ? to share a tale that in its detail will reclaim my identity."

She said years ago that she forgives Polanski.

The case has haunted both Geimer and Polanski, with the 79-year-old director living as a fugitive from justice to avoid a long prison sentence. He lives in France where he is immune from extradition as a French citizen.

Polanski's lawyers fought a futile battle in 2010 to prove there was misconduct in the handling of the case and argued charges should be dismissed. Geimer supported the request saying, "Enough is enough," and that Polanski was not a danger to anyone.

But prosecutors refused to dismiss charges, and Polanski chose not to return to the United States to risk prison.

Polanski, whose films include "Chinatown" and "Rosemary's Baby," is restricted by an Interpol warrant in effect in 188 countries, but he moves freely between Switzerland and France. He was freed from Swiss house arrest in 2010 after the government refused to deport him to the United States. He had been arrested when he tried to attend a film festival in Switzerland. A lengthy court case ensued in Europe and the U.S.

Polanski's agent and his prosecutor did not return phone calls for comment.

Geimer's lawyer, Lawrence Silver, says in the book that he pursued both the photos and negatives from Polanski's photo sessions with Geimer, which took place at the home of actor Jack Nicholson while Nicholson was away.

"These photographs, important both legally and historically, would likely have never been discovered if not for the civil suit," Silver said.

FRANKFORT, Ky. (AP) - Former U.S. Sen. Wendell Ford is urging people to send cash to Democrat Alison Lundergan Grimes, Kentucky's secretary of state who is seeking her party's nomination to run for Senate.

Ford, a Democrat, weighed in on Friday, offering his endorsement of the 34-year-old Grimes and urging contributions of $5 or more to help her win the seat now held by Senate Republican Leader Mitch McConnell.

The time has come, he said, for a new generation of leadership.

Grimes is the Democratic front-runner in a four-way primary race. She would likely face the winner of a Republican matchup between McConnell and Louisville businessman Matt Bevin who formally entered the race earlier this week.

UHV dean addresses special education issues at Israel conference

An international teacher education conference in Israel provided the dean of the University of Houston-Victoria School of Education & Human Development the opportunity to learn how educators worldwide prepare student teachers to include children with special needs in classroom activities.

"Sometimes, we think the U.S. is light-years ahead of other countries, and in some ways, we probably are in terms of education for children with special needs," said Fred Litton, dean of UHV School of Education & Human Development. "But educators in other countries are seeing some of the same classroom problems that we are experiencing in the U.S. It was enlightening to see how some of the struggles are universal."

Litton attended the Sixth International Conference on Teacher Education on July 2-4 in Jerusalem and Tel Aviv. This year's conference theme was "Changing Reality through Education."

On July 3, Litton joined professors from Austria and Israel in presentations about teacher preparations to include students with special needs in the education system.

"From our presentation and my informal conversations with educators at the conference, I found out there are a lot of struggles with how to include students with special needs," he said. "There can be resistance. Sometimes, they are not warmly embraced. Sometimes, teachers don't know how to deal with it. My focus was on attitudes. We have laws about inclusion, but it doesn't work if people's attitudes are negative and unproductive."

Litton and Joseph Ben-Ur, a marketing professor in the UHV School of Business Administration, wrote a paper regarding attitudes toward students with special needs.

Ben-Ur, who earned his bachelor's and master's degrees from Hebrew University of Jerusalem, also was invited to present at the conference but couldn't because of a previous commitment.

In their paper, "Attitudes Toward Individuals with an Intellectual Disability: A Major Barrier Toward Successful Inclusion," Litton and Ben-Ur explained that a positive attitude by teachers can encourage the development of helpful relationships between students with disabilities and those without disabilities. They prepared a study to determine how to change the attitudes of teachers from negative to positive.

They tried several strategies and found that the most effective were lessons about famous people with disabilities, books about people with disabilities and education about accepting people who are different.

The conference was organized by The David Yellin Academic College of Education, a teacher preparation university in Jerusalem. Conference sessions were held at the university and a research institute in Tel Aviv.

Litton said his favorite part of the conference was interacting with professionals in the field from other countries. Between conference sessions, Litton exchanged ideas with fellow attendees.

"A couple of us agreed to exchange research and stay in communication," he said. "I also made good contacts with educators from other places that might lead to some professional development opportunities for our teachers at UHV."

At least 72 people were wounded in the Alexandria violence, in which riot police intervened. Ten people were wounded in clashes in Cairo, medics and the health ministry said.

The overwhelming number of Friday?s marches remained peaceful, however, with tens of thousands of Morsi supporters gathering in a north Cairo square.

Hundreds of thousands of anti-Morsi protesters gathered in Cairo?s Tahrir Square and around the Itihadiya presidential palace in response to a call from army chief General Abdel Fattah al-Sisi for Egyptians to show their support for a security clampdown on ?terrorism?.

Sisi support

A spokesman for army-installed interim president Adly Mansour said the numbers in Tahrir ?affirmed the rejection of terrorism,? MENA said.

Tens of thousands of army supporters also rallied outside the presidential palace, waving Egyptian flags and holding posters of Sisi who was Morsi?s defence minister before ousting him.

A leader of Morsi?s Muslim Brotherhood, Essam al-Erian, said in a statement they would respond to his detention with ?peaceful marches?.

The accusations against Morsi include conspiring with Palestinian Hamas militants in attacks that killed policemen and staging prison breaks during the 2011 revolt that ousted president Hosni Mubarak.

Morsi had been detained with other Brotherhood leaders overnight on January 27, 2011, hours after the Islamist group said it would join the revolt against Mubarak. They later escaped from prison.

He is also accused of ?premeditated murder of some prisoners, officers and soldiers, and kidnapping officers and soldiers,? MENA said.

Morsi is also suspected of conspiring to ?storm prisons and destroy them? allowing prisoners to escape, including himself?.

West?s growing unease

Detention orders of the type issued by the court are usually followed by moving a suspect to prison. The military has so far kept Morsi?s whereabouts secret to avoid attracting protests by his supporters.

The Brotherhood and allied Islamist groups have rejected the interim government and vowed to press their protests until Morsi is reinstated.

Western nations are watching the crisis in Egypt with growing unease, fearing the military may be angling for a prolonged power grab.

The United States has decided not to label the army?s overthrow of Morsi a ?coup?, a move that would trigger an automatic freeze of some ?1.1 billion in aid, a US official said.

But Washington did finally send the interim leaders a veiled warning on Wednesday by suspending the delivery of four promised F-16 fighter jets.

?The interim government?s strategy clearly consists of politically sidelining the Muslim Brotherhood until the elections,? said German Middle East expert Michael Lueders.

London-based rights group Amnesty International criticised Sisi?s call for rallies.

?Given the security forces? routine use of excessive force, such a move is likely to lead to yet more unlawful killings,? said Hassiba Hadj Sahraoui, Amnesty?s deputy director of its Middle East and North Africa programme.
