The Federal Communications Commission is eyeing a proposal to tax broadband Internet service.

The move would funnel money to the Connect America Fund, a subsidy the agency created last year to expand Internet access.
The FCC issued a request for comments on the proposal in April. Dozens of companies and trade associations have weighed in, but the issue has largely flown under the public's radar.

"If members of Congress understood that the FCC is contemplating a broadband tax, they'd sit up and take notice," said Derek Turner, research director for Free Press, a consumer advocacy group that opposes the tax.

Numerous companies, including AT&T, Sprint and even Google have expressed support for the idea.

Consumers already pay a fee on their landline and cellular phone bills to support the FCC's Universal Service Fund. The fund was created to ensure that everyone in the country has access to telephone service, even if they live in remote areas.

Last year, the FCC overhauled a $4.5 billion portion of the Universal Service Fund and converted it into a broadband Internet subsidy, called the Connect America Fund. The new fund aims to subsidize the construction of high-speed Internet networks to the estimated 19 million Americans who currently lack access.

DSL is analog baseband, not broadband. DSL is faster than audio-frequency modems, but it's not broadband.

Misuse doesn't make it right, only common parlance.

and FCC is really talking about mainly DSL, since true broadband in underserved (rural) areas would be WiMax or cable, not twisted pair copper.

Restaurant review: The Fat Duck, Bray ? Trivial Pursuits

In last year?s exceptional documentary Closer To The Edge, central protagonist Guy Martin says that the word unbelievable is bandied around too much these days. Despite spending most of the film inches from self-afflicted doom, he refutes claims that what he?s doing is unbelievable, going on to say ?When a man eats his own head, I will hold me hands up and say: ?THAT is unbelievable?.?

It?s hard to argue with his sentiment. In the overhyped, sensationalist world in which we live, reputations are built up and knocked down with one fell swoop of a journalist?s hand. Amid mediocrity, the good can seem great, the great can seem extraordinary and the plausible is often labelled with that word? Unbelievable.

It was with those sage words ringing in my ear that I arrived in the sleepy Berkshire village of Bray last week to go for dinner at Heston Blumenthal?s flagship restaurant The Fat Duck. Three Michelin stars are not handed out willy-nilly, indeed only four such places in the UK have ever been exalted to such pantheons of greatness, but at the same time I was wondering if food could ever achieve the tag affixed by so many to the place. Unbelievable.

The restaurant itself is a surprisingly low-key affair. No garish sign outside (it?s entirely possible to walk past and not even acknowledge its existence), nor lavish d?cor to distract you. The bells and whistles that adorn so many places are stripped out. This is a gastronomic experience, laid bare. Even the element of choice is removed, something an indecisive and non-fussy eater like myself is hugely appreciative of. You are seated, told what you are going to eat, and that is the end of it. The curtain is raised.

The first course (of fourteen, no less) was described as nitro poached aperitifs, a phrase that only really makes sense in hindsight. A choice of three classic pre-dinner drinks were offered, in mousse form, and poached in smoking liquid nitrogen before your very eyes. The waiter?s dexterity in their creation somehow transforming the scientific-looking canisters into an effortless art form. This is far from the only time this bridge between those age-old polar opposites is crossed during the course of the meal. The result here, resembling a small meringue, was ice cold yet melted in the mouth to leave the exact sensation of your drink of choice. It was a strong opening statement.

A tasty dish of red cabbage gazpacho was quickly followed by another of the eccentrically original creations that I had gone to experience. We were instructed to place a slither of oak moss on our tongues to prepare our palates for what was to follow. A slice of truffle toast sat aside a bowl of quail jelly, crayfish cream and chicken liver parfait. As the moss coated your mouth and prepared you for the earthy nature of the truffles, dry ice was poured liberally all over the table top, lending the impression that you were eating from the morning fog in a woodland clearing.

At this stage it?s probably worth noting that the inner cynic is screaming at you to ignore this OTT mumbo jumbo, but the fact of the matter is that you have gone to this extraordinary place to be entertained both sensually and theatrically. If you buy into the drama of the piece, the rewards are obvious. It was, needless to say, phenomenal.

Next up was one of the signature dishes of the place, in the form of snail porridge. The equally famous eggs and bacon ice cream had sadly been removed from the menu a while ago, but when Heston first hit the scene all those years ago, it was these dishes that captured the nation?s imagination. Many would recoil at the thought of snail porridge, it sounds rather like the sort of elaborately repulsive things that the baddies in Roald Dahl novels would eat, like bird pie or snozcumbers. It was however deliciously textured, and topped off with some intricately shaved fennel. Another extraordinary taste sensation.

It feels strange that I would not elaborate on the next course, but with fourteen to get through, the ?mere? excellently roasted foie gras (which I hasten to add would be a highlight of most other meals) seems somewhat too ordinary to mention. The same cannot be said of the next dish.

The mad hatter?s tea party from Alice in Wonderland was lovingly, deliciously and totally insanely recreated in front of our eyes. A gold pocket watch was dropped into a teapot of clear liquid, only to transform the contents into a tea-coloured consomm? once shaken. From here, you were instructed to pour the contents into a teacup of veal and miniature poached egg to create the famous mock-turtle soup that the Hatter served up. It was a hilarious concept really, and one that played on the inner child in everyone. A good, yet unspectacular tasting dish was elevated through interaction. Conceptually, it took the cheap thrill you got from adding your own salt to crisps, or shaking your own salad? and ramped up the theatre a notch or ten.

The following dish was another headline act, the sounds of the sea. For this, we were given a conch shell with headphones coming out of it (as most conches do, naturally), and were instructed to listen to the noise of a gently-lapping shore as we marvelled over what was in front of us. A shoreline scene, briny sea crafted from edible froth, a sand substance made of anchovy and tapioca, all strewn with edible seaweed and sashimi, was to be the focus our four remaining senses. Heston has long claimed that sound can enhance your sense of taste and while it certainly added to the novelty of the experience, to my humble taste buds, the aural aspect was probably unnecessary. Bah, humbug!

The rest of the menu was a mix of the extravagant and the excellent, with the two very rarely separated. Salmon poached in a liquorice gel proceeded immaculately cooked lamb. A cup of hot and iced tea (each entering a different side of your mouth to cause the oral equivalent of when you?re simultaneously washing your hands under a hot and cold tap) was followed by a tiny edible picnic, complete with a white chocolate rug and wild strawberries.

By the time the sweeties came out at the end, I was unsure as to whether it was even the same meal as when I started. Fans of Heston?s television programmes will know that he possesses a sizeable inner child, and this manifests itself in the doggie bag you are given to go home with. Edible wrappers, coconut tobacco, jam-filled playing cards. It?s straight out of Willy Wonker, and given that you almost certainly have room for them after the meal, a nice way to carry the experience over to the following day.

Anyhow, in summation, what were my overall feelings. Of course it is pretentious, that?s without question. In terms of sheer quality, you can definitely do better elsewhere, while the bill is big enough to make a Toucan jealous. But that?s missing the point. This is food served as theatre. This is novelty and invention, in the grand traditions of this fair isle. And with that in mind I find it hard to deny that, despite my reservations over the word, much of what you eat at The Fat Duck is? unbelievable.

Misplaced Beliefs

In part 1, we talked about trusting your gut and increasing awareness of our beliefs. To clarify, misplaced beliefs are beliefs you perceive as truths. As I delve a little into our psyche,?I?m going to tackle four misplaced beliefs.

1. Forecasting errors can lead to poor investment decisions.

Behavioral finance researchers Kahneman and Tversky found that people overweight recent experience and believe the recent past will continue into the future.

When the 2008-2009 financial crisis threatened and depleted the average persons financial assets, you or someone you know may have felt it. And when we feel threatened, we intuitively assess the risk?it?s that fight or flight mode. In fact, as stock values tanked, many investors feared that they would never recover their losses and that stock investments would never outperform again. This caused the unfortunate few to sell out their losses at the bottom, only to watch the market fully recover over the next few years.

2.?Stereotyping can hinder our financial decision making.

Some people assume women are more risk averse than men, especially when feeling financially threatened. According to a 2010 study published in?Psychological Science, ?Stereotype Threat Affects Financial Decision Making?,?by Priyanka B. Carr and Claude M. Steele only when prompted with stereotypical ideas (ie women are bad at math) did gender stereotypes hold.

When the male and female volunteers were prompted about the negative stereotypes, the gender differences emerged?women were more likely to avoid risk and losses.

When the volunteers were not hinted, there were no gender differences in financial decision making. Both sexes were moderately loss and risk averse.?The stereotypical cues?negative for women, positive for men?encouraged behavior related to the stereotype.

The takeaway; reduce and remove these gender stereotypes?women are more risk and loss averse, men are more risk-takers?both men and women are free to make the financial choices and decisions they think are best.

Something to think about, eh? Personally, I?m very aggressive with my investment choices and with other financial choices a little cautious. I?d like to think that growing up I didn?t succumb to this type of negative stereotype. However, I?ve met those who have. And I venture to say that perhaps it?s part of the reason women formulated??hidden scripts??.

3.?People are seduced by the status quo.

As busy people, we are trying to cope in this complex world. Because we are busy and have short attention spans we have less time to think about every choice we make. Thus we seek convenient solutions. If something seems to fit in line with the way we think (perception), we will treat it as our truth.

Additionally, we?prefer that things remain the same, or that things change as little as possible, if they absolutely must be altered?dubbed ?status quo bias.? You make the easy choices, not necessarily the best choices. For example:

  • Subscribe to a magazine for the free trial period and forget to cancel it afterwards. You have good intentions to cancel, but for some reason you never seem to get around to it. This decision hurts you financially by paying for something you really don?t want. (That?s why I avoid the temptation to take up these short term offers. It?s just too much hassle to remember to cancel. Barb?s comment)
  • Set up your retirement plan to a specific asset allocation and never review or rebalance. (You need to rebalance your accounts every year to keep them in line with your initial investment choices. Barb?s comment)
  • Making very conservative financial choices, without considering your age, or risk tolerance.
  • Accept a higher car insurance premium without calling up the company to find out the reason for the increase or searching for ?a cheaper alternative.

You become stressed when a situation forces you to make a financial choice and so after making your initial decision, you remain closed minded to a better opportunity. Maybe you stick to the status quo because you lack the confidence to compare the alternatives or are overwhelmed with the available choices.

In today?s world, financial literacy is more important than ever to help make better financial decisions; otherwise, you revert to poor habit driven decision making.

4. Financial rules of thumbs are short-cuts to break down complex financial choices.

Rules of thumbs are better known as heuristics. Here are some examples:

  • Pay off debt with highest interest rate first.
  • Use 4% as a safe withdrawal rate at retirement.
  • Pay off your mortgage.
  • Refinance your home when interest rates have dropped by 1%
  • In retirement, you?ll need to replace 80% of your pre-retirement income.
  • Save at least 10% (you might need to save at least 15%).
  • Life insurance should equal X times your income.

The truth is we are not hard-wired to think for the long-term; therefore, envisioning and planning for the future can be a challenge. Sometimes, I think that?s why some people struggle with savings. Financial rules of thumbs help us speed up the process to making a decision without having to over think it. They help us to navigate with ease.

At the same time, they can be perilous. Adhering to such rules may not always be the right financial decision for your financial circumstances. Our minds naturally gravitate to things we are familiar with, and the above examples are all things most of us have heard.

I?m not saying to ignore all financial rules of thumb. I like that they provide a general guideline. Personal finance is more personal than it is finance. And rules of thumb can help us manage our money better. But when people only use rules of thumb, they could be missing out on better opportunities or strategies.

How to Combat Misplaced Financial Beliefs

Since we have a natural tendency to confirm what we think we know or already know, I think I have a solution: consider looking for facts to support information that contradicts your beliefs and biases. Ultimately, you?ll change your perception.

Poll: Romney Rising on the Radar, Obama Drawing More Negative Talk

There?s relatively good news for presumptive Republican presidential nominee Mitt Romney in National Journal?s latest Conversation Nation?poll. He?s registering on the radar of more Americans, and more of them are bad-mouthing President Obama.?

In what may be a sign that the scorched-earth tactics by both sides are grating on voters, talk about both Romney and Obama was more negative than positive over the last week. For Obama, the breakdown was 46 percent negative to 32 percent positive, a notable difference from his 40-40 split the week prior. Meanwhile, 41 percent of talk about Romney was negative, compared with 33 percent positive, an improvement from his 45-27 split the week prior.

And while conversations about Obama significantly outweighed discussions of Romney in late May, 35 percent to 19 percent, Romney has closed the gap in recent weeks. According to the poll, conducted by the survey research firm Keller Fay Group, 28 percent of adults surveyed said they had talked about Romney in recent days, to Obama?s 35 percent. In addition, 45 percent of conversations about Romney referenced television in some way, indicating the blitz of presidential-campaign ads and media attention both candidates are receiving may have something to do with the uptick.

Nearly four in 10 adults surveyed reported having a conversation about politics in person, on the phone, or online: 22 percent said they had talked about Obama and how he?s doing his job, while 16 percent said they had talked about the 2008 or 2012 election.

As usual, some of the hottest topics were nutrition, dieting, and healthy eating, followed by chatter about shopping. Study finds with vacant lots greened, residents feel safer

ScienceDaily (Aug. 7, 2012) ? Greening vacant lots may make neighborhood residents feel safer and may be associated with reductions in certain gun crimes, according to a new study from the Perelman School of Medicine at the University of Pennsylvania. Results show that residents living near greened vacant lots feel safer than those near non-greened sites. Additionally, researchers noted that incidents of police-reported crimes may be reduced after greening. The results expand upon previous studies and are the next step in helping researchers understand the full impact of vacant lot greening on crime, safety, and health.

Full results of the study were published online this week in Injury Prevention.

"Vacant lot greening changes the physical environment of a neighborhood from one that may promote crime and fear to one that may reduce crime and make people feel safer," said lead author Eugenia C. Garvin, MD, a resident in the Department of Emergency Medicine at the Perelman School of Medicine. "Our theory is that transforming vacant lots from a space overgrown with vegetation and filled with trash to a clean and green space may make it difficult for people to hide illegal guns and conduct other illegal activities such as drug use in or near the space. Additionally, green space may encourage community cohesion."

The study is the first to use a randomized controlled trial design -- the gold standard in scientific research -- to examine the effects of vacant lot greening. Researchers randomly selected two clusters of vacant lots -- one cluster which was later greened, and one control cluster which was not. The team worked with members of the Pennsylvania Horticultural Society who performed greening of select vacant lots by removing debris, planting grass and trees, building fences, and performing regular maintenance every two weeks.

"Philadelphia LandCare has helped transform thousands of vacant lots in key neighborhoods across the city," said Bob Grossmann, director of the Pennsylvania Horticultural Society's vacant land program. "We know that these improvements help neighborhoods and residents in a number of ways, but studies like the one led by Dr. Garvin help us to determine very specifically how we're impacting the city so we can continue to drive change where it's needed most and in the way that will have the most positive effects."

Twenty one residents living near both sites were interviewed before and after the greening. Survey results show that residents living near the greened vacant lots felt significantly safer at the three-month follow-up visit compared to those near the control site. Additionally, the research team analyzed police reported crime data from three months before and three months after the greening. Total crime, as well as assaults with and without a gun, was less after the greening.

Results from two other portions of the interview are still being analyzed: an in-depth qualitative interview about the impact of the physical environment on health, and a walking interview around the neighborhood, in which residents' heart rates were monitored. The goal of the walking interview was to explore a link between the environment and heart rate, a physiologic marker for stress. Data from the interviews will be published at a later time.

"We know health can be affected by the environment of one's neighborhood, but we know very little about what causes the impact," said Garvin. "One theory is that chronic stress from the neighborhood environment can lead to poor health outcomes, but there are few studies that examine the physiologic basis for this link. By monitoring the participants' heart rate during the walking interview, we hope to get a better idea of how the body reacts to the environment, and how vacant land might influence a resident's health."

Until now, few studies have examined vacant lot interventions to reduce violence and improve health. The results of the new study expand upon a 2011 study led by Charles Branas, PhD, associate professor of Epidemiology at Penn Medicine and senior author on the current study, in which a quasi-experimental, decade-long comparison of thousands of greened and non-greened vacant lots documented significant before-and-after reductions in gun assaults around vacant lots that were greened compared with those which were not.

Randomized controlled trials of vacant lot greening such as the present study provide the next level of statistical evidence needed to provide the best information to urban planners and city officials interested in greening as a strategy to prevent violence and encourage safety. A significantly larger randomized controlled trial examining hundreds of vacant lots is currently under way.
